Black slimy spots in my grass?

We have a reoccurring problem of black slimy spots where grass should be growing. Almost looks like oil, but it is not. This also happens to be an area which does not seem to drain very well. Is this a fungi of some type? More importantly, how do we treat it so it doesn't keep coming back?
